The New Roads and Street Works Act 1991 places a duty on any person or organisation undertaking work involving the installation, renewal, maintenance or inspection of underground apparatus in any street or road to ensure that work is under the control of competent persons.
To satisfy the requirements of the Act, work involving breaking up the street must be arranged under the supervision of a person having a prescribed qualification as a supervisor.
In addition, whether or not the street is broken up, they must ensure that a person having a prescribed qualification as a trained operative is present on the site at all times when work is in progress.
From 6th April 2011, Street Works Units 222 & 230 became full qualifications. It is now mandatory that these units are registered with SWQR in order to be recognised by the NRSWA Legislation.

(From 6 April 2011 it became mandatory for anyone renewing their Streetworks Licence (SWQR card) to be reassessed, either by passing a multiple choice test of each unit they want to requalify for or by retaking their original qualification).
